Michel is an Associate Professor in the Department of Health Policy and Management and he leads the lab. He obtained a PhD in Health Services Research, Policy, and Administration from the University of Minnesota in 2014.

Sun is a PhD candidate in the Department of Health Policy and Management. Her dissertation focuses on understanding the impact of drug company payments on physician purchasing of opioids. At HOWL she participates in our wildfire work.

Santiago is a Phd student in Health Policy and Management. He is interested in inequality, gender, and health care markets. At HOWL he works on projects related to Medicaid vision benefits.

Yongchan is PhD student in Health Policy and Management. He is interested in health care access and social determinants of health, particularly among aging, low-income, and rural populations. At HOWL he is working on a project related to long-run effects of Medicaid.

Marcos is a Phd student in the School of Public Policy. He is interested in development and environmental economics. He works on wildfire projects at HOWL.

Rachel is a Phd student in Health Policy and Management. They are interested in mental health economics. At HOWL they collaborate on projects related to the wellbeing of children.

Judy graduated with a PhD from Health Policy and Management in 2025. Her dissertation focused on the effects of COVID school closures on child mental health. At HOWL she worked on Medicaid vision benefit projects. She is now a post-doc at UCLA.

Christine graduated with an MPH from Health Policy and Management. At HOWL she worked on projects related to NICU costs. She is now an administrative fellow at Johns Hopkins.

Taehyun graduated with a PhD from Health Policy and Management in 2024. Her dissertation examined the impact of state funded abortion coverage for Medicaid enrollees. During her time at HOWL she worked on the Delaware Contraceptive Access Now evaluation. She is now a post-doc at the University of Wisconsin.

Heather graduated with a PhD from Health Policy and Management in 2025. Her dissertation examined alcohol exclusion laws. During her time at HOWL she worked on housing related projects. She is now an assistant professor at the University of Tennesee, Chattanooga.

Maranna graduated with a PhD in Economics in 2025. Her dissertation examined the impact of diesel retrofits for school buses on standardized test scores. During her time at HOWL she worked on the Delaware Contraceptive Access Now evaluation and wildfire projects. She is now an assistant professor at the O’Neill School at IU.

Dan graduated with a PhD from Health Policy and Management in 2022. His dissertation examined the impact of FQHCs on crime. At HOWL he worked on the Delaware Contraceptive Access Now evaluation. He is now an assistant professor at Texas A&M.

Jun graduated with a PhD from Health Policy and Management in 2022. His dissertation examined the impact of CHIPRA on immigrant children. At HOWL he worked on school-based health centers. He is now an assistant professor at the Unviersity of Maryland, Baltimore County.

Liyang graduated with a PhD from Health Policy and Management in 2020. Her dissertation examined the impact of Maryland’s global hospital budgets on NICU admissions. At HOWL she worked on the Delaware Contraceptive Access Now evaluation. She is now a Senior Research Scientist at NORC.

Theresa graduated with a PhD from Health Policy and Management in 2017. Her dissertation examined preventative care. At HOWL she worked on the Delaware Contraceptive Access Now evaluation. She is now a Program Officer at NIA. Theresa was the lab’s first PhD graduate.
